The US Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Program is designed to promote community-wide commitment to the goal of ending homelessness by providing funding for efforts by nonprofit providers, states, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency among those experiencing homelessness.
HUD has released this fiscal year's Continuum of Care Notice of Funding Opportunity (CoC NOFO). Under this NOFO, the HUD CoC Program will fund new projects created using DV Bonus Funds and CoC Bonus Funds. HUD intends to competitively award available funds by:
- Welcoming Transitional Housing and Supportive Services projects, including street outreach,
- Increasing competition for grants in order to improve system efficiencies and to increase innovation,
- Measuring long-term meaningful outcomes such as increases in self-sufficiency and reduction in recidivism rates,
- Strengthening public safety for all through thoughtful partnerships with law enforcement, elected officials, and community leaders, and
- Promoting self-sufficiency by prioritizing treatment and recovery.
